Seymour J. Schafer is of counsel to Goldman Schafer & Spear P.C., having joined the firm in 1963. He has significant experience in business law and healthcare law, pursuant to which he has represented numerous healthcare institutions and physicians. Mr. Schafer has served as legal counsel to the Hospital Council of Western Pennsylvania since 1968. He successfully represented the Hospital Council of Western Pennsylvania and other non-profit organizations in their challenge to the legality of City of Pittsburgh Institution and Service Privilege Tax. Mr. Schafer has also been instrumental in changing the manner in which tax exempt status is determined for non-profit institutions in Pennsylvania through the drafting of appellate briefs, as well as Pennsylvania’s Institutions of Purely Public Charity Act. Mr. Schafer was a co-founder and past president of the Society of Hospital Attorneys of Western Pennsylvania. He has lectured nationally on physician contracts and consent practices and taught Pennsylvania Bar Institute courses on certificates of need, tax exemption, antitrust, and medical staff issues.

Mr. Schafer received his B.A. in 1955 and his LL.B. in 1958 from the University of Pittsburgh with honors and his LL.M. in 1960 from the University of Michigan, where he was a Cook Fellow.

Before entering private practice, Mr. Schafer was assistant professor of law at the Western Reserve University of Law, and he had a joint appointment as an assistant professor of law at the University of Pittsburgh School of Law and as an assistant research professor of health law at the University of Pittsburgh’s Graduate School of Public Health.
